Dercription Terrorism and U.S. Policy, 1968–2002 had its origins in the most horrific terrorist assault ever launched against the United States. At roughly noon on September 11, 2001, just a couple of hours after the attacks, National Security Archive staff began to comb through the organization's several million-page collection of declassified documents for information that would help provide context for the episode and a base of knowledge for assessing the likely steps the United States would take to respond.
